pkg_add can't find newer major releases if old major release gets update in packages-stable

Hello,

  On #openbsd on Libera we've had several cases of people not being
able to install jdk-21 (devel/jdk/21) via pkg_add using a web mirror or
CDN. We've tracked it down to pkg_add not seeing all the versions (which
are in pub/OpenBSD/$release/packages/$arch) if older versions have had
an update pushed to pub/OpenBSD/$release/packages-stable/$arch . I'm
afraid I don't have a patch to submit to correct this behaviour.
