cvsweb does not care about your browser. It only cares about the IP address.
There's a large PF table populated with addresses known (believed?) to be cloud
or AI sources, if you come from one of those IP addresses, you get sent to a
static web page, if not, you get to the cvsweb application.

If things stay as good as they currently are for load, I'll experiment with
removing the cloud/AI IP address filters.
