It reads to me like that extension is only for "Percona Server for
PostgreSQL" which is a modified version of the server, not for the
standard PostgreSQL server that we have in ports.
It is possible that "Percona Server for PostgreSQL" could be added as
a separate port (there may be some issues around libpq but probably
could be worked-around). Obviously somebody wanting that would need
to do the work.

Extensions make it hard to use the pg_upgrade mechanism so major version
upgrades might well need to include dump/restore.
