IIRC it was quite sensitive to rpi-firmware version, and OpenBSD was quite sensitive to the version of the firmware. >>I realize this may be a simple issue, but I'm currently at my wit's end. If rpi-firmware isn't already up-to-date I'd try that first, with the bootloader from the install image or miniroot. I'd also try a recent snapshot (install79.img or miniroot79.img) as well if you only tried 7.8.
