When starting up jenkins devel it stops with error message:
Running with Java 17 from /usr/local/jdk-17, which is older than the minimum required version (Java 21).

therefore bumping MODJAVA_VER to 21 for stable and devel.
Stable started up fine for me as well with version 21, but haven't tested much further.
