Although we might consider
MAKE_ENV = TEST_POD=1 RELEASE_TESTING=1

We also might want to ask sthen@ to grep his extracted ports for things
that use Local::Codes, but also the other modules that come in that
dist, subclasses of Local::Codes and these:

* Locale::Country
* Locale::Currency
* Locale::Language
* Locale::Script
