7.5 binaries are fairly likely to work on 7.6 (but 7.4 are not).
If someone relies on something from outside base to access their normal
user account they really should have another way to get root access that
only relies on base. (whether that's shells, vpn software, external
bsd-auth login_* programs, etc, if you rely on old binaries working
on a new release you will run into problems one day).
